If you can't transfer the photos using the Play Touch Camera software, plug in the camera device to your computer using the USB cable and wait Windows to recognize it. After that, from MyComputer/Computer open the camera drive and locate the photos. You can transfer them to your PC using the copy/paste feature.
If your computer doesn't recognize the device, press the Windows + R key combination, type devmgmt.msc and click OK. Expand the Universal Serial Bus controllers list, right-click on the driver and select Uninstall. After that, reboot your PC, connect the device using the cable and press the Scan for hardware changes icon from Device Manager. Windows should automatically find and install the driver.
